The substantial benefits of housing delivery (35-37 market dwellings), provision of specialist C2 accommodation, social benefits through on-site care, economic benefits through construction and job creation, and environmental benefits were weighed against no identified harm to character and appearance or living conditions, resulting in the appeal being allowed.
