What decided it
The proposal failed to accord with Policy DM2.10 of the DMPD due to lack of evidence that the building could not be converted for employment uses, and would cause unacceptable harm to the character and appearance of the surrounding area through the disproportionate amenity space extending into the countryside.
The limited benefits of housing delivery and re-use of an under-utilised building were significantly outweighed by the conflict with specific local plan policies governing conversions in the countryside and the unacceptable harm to character and appearance.
