The significant shortfall in the Council's five-year housing land supply engaged the tilted balance, and the substantial benefit of delivering 10 dwellings was not significantly and demonstrably outweighed by the limited privacy harm identified.
The substantial weight given to the delivery of 10 dwellings against a significant housing land supply shortfall, together with limited-to-moderate weight for economic, biodiversity and previously-developed-land benefits, outweighed the very limited harm to the privacy of future occupiers of one dwelling, so the tilted balance favoured granting permission.
