What decided it

The proposal's failure to satisfy the sequential test for flood risk, combined with its unsuitability as a location for housing and failure to secure waste recycling provision, meant that no material considerations outweighed the conflict with the development plan.

The modest benefits of housing supply, self-build provision, economic benefits during construction, biodiversity net gain and sustainable travel measures were outweighed by the unsuitability of the location, failure to pass the sequential flood risk test, and failure to secure waste recycling provision; the flood risk policies in the Framework provided a clear reason for refusal under the tilted balance.
