What decided it

The harm to the High Weald AONB, combined with unresolved ecology and flooding concerns, outweighed the modest housing supply benefit, and the AONB protection policies engaged the exception to the tilted balance.

The benefits of providing a new dwelling and contributing to housing undersupply (given significant weight) were not sufficient to outweigh the harm to the AONB character and appearance, ecology and biodiversity, and flood risk; the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole.
