What decided it
The finding that the proposal accorded with the development plan as a whole (with the housing land supply shortfall reinforcing the case via the tilted balance) meant permission should be granted.
The substantial benefits of housing delivery including 40% affordable housing, together with significant economic benefits and lesser weighted social and environmental benefits, were not significantly and demonstrably outweighed by any adverse impacts, so the presumption in favour of sustainable development applied and the appeal was allowed.
