What decided it
The tilted balance under paragraph 11(d) of the Framework, applied due to the Council's inability to demonstrate a five-year housing land supply, meant the benefits of the scheme were not significantly and demonstrably outweighed by the identified conflict with Policy SD11.
The adverse impacts, principally some conflict with Policy SD11 through undermining the 'care at home first' strategy, did not significantly and demonstrably outweigh the benefits of housing delivery, meeting specialist elderly housing need, and environmental and economic benefits, so permission was granted other than in strict accordance with the development plan.
