What decided it
The tilted balance under paragraph 11(d) of the Framework was engaged due to the lack of a five year housing land supply, and the substantial benefits of housing and affordable housing delivery outweighed the limited weight given to the conflict with the employment land policy.
The adverse impacts, including limited weight given to the conflict with Policy 10 on employment land, did not significantly and demonstrably outweigh the substantial/significant benefits of market and affordable housing delivery and brownfield redevelopment, so the presumption in favour of sustainable development applied and the appeal was allowed.
