What decided it
The less than substantial harm to the character and appearance of the Wymondham Conservation Area, which Framework Paragraph 202 requires to be justified only by public benefits that outweigh the harm, and which the modest benefits of two dwellings and a footway do not achieve.
The significant benefit of the pedestrian footway link to sustainable transport and the moderate benefits of housing delivery and local economic support were outweighed by the less than substantial harm to the conservation area, to which great weight must be afforded under Framework Paragraph 199, resulting in dismissal.
