The inability to demonstrate safe access to Barrells Road with adequate visibility splays, combined with the unsustainable location requiring almost total dependence on private motor vehicles, clearly and demonstrably outweighed the housing benefits.

The harm to the Council's settlement strategy based on sustainable transport principles and highway safety significantly outweighed the benefits of additional housing including self-build homes.
