What decided it
The shortfall in the Council's five-year housing land supply engaged the tilted balance, and the scheme's substantial benefits (principally housing and affordable housing delivery) outweighed the identified harms, including less than substantial heritage harm.
The substantial benefits of the scheme, particularly market and affordable housing delivery, economic benefits and open space/biodiversity provision, outweighed the moderate landscape harm, the less than substantial heritage harm to Field House, and the limited harm from the site's less sustainable location, such that adverse impacts did not significantly and demonstrably outweigh the benefits.
