What decided it
The tilted balance under NPPF paragraph 11(d), engaged by the Council's shortfall in five-year housing land supply, meant the substantial benefits of housing (including affordable housing) significantly and demonstrably outweighed the limited harm arising from conflict with Policy CT/1.
The significant weight given to market and affordable housing provision, substantial weight to public open space, and moderate weight to economic and environmental benefits were found to significantly and demonstrably outweigh the limited harm from conflict with Policy CT/1 and the development plan as a whole, engaging and satisfying the tilted balance.
