What decided it
The proposed development would not make efficient use of land by developing only part of an allocated site, would not provide an appropriate housing mix to meet local needs, and would not provide affordable housing as a result of artificial site subdivision, such that the harm from the development would significantly and demonstrably outweigh the modest benefits of nine additional dwellings and economic benefits when assessed against the Framework as a whole.
The modest contribution to housing supply and moderate economic benefits were outweighed by the significant harm arising from inefficient use of land, failure to provide an appropriate housing mix, and absence of affordable housing, resulting in conflict with both the development plan and the Framework's requirements for sustainable development.
