What decided it

The Council's inability to demonstrate a 5-year housing land supply engaged the tilted balance under NPPF paragraph 11, and the benefits of housing delivery outweighed the marginal harm to character and appearance.

The adverse impacts of the proposal, being marginal harm to character and appearance, would not significantly and demonstrably outweigh the benefits of housing supply and limited social and economic benefits when assessed against the policies in the Framework taken as a whole.
