What decided it
The failure to secure affordable housing contributions through a binding Section 106 agreement, contrary to Policy CP4, combined with the modest scale of benefits, meant the presumption in favour of sustainable development did not overcome the development plan conflict.
The modest social, economic and environmental benefits of the single dwelling and site tidying, including Passivhaus standards, were outweighed by the significant harm of the affordable housing policy conflict, and the presumption in favour of sustainable development did not apply.
