The site's location outside the Tiverton settlement limit conflicted with Policies S2 and S14 of the Local Plan, and this conflict with the development plan as a whole was not outweighed by the scheme's benefits.
The significant weight given to housing delivery and biodiversity net gain, together with moderate weight for economic and renewable energy benefits and limited weight for the TEUE secondary access, did not outweigh the conflict with the development plan's settlement strategy under Policies S2 and S14, so the balance tipped against the proposal.
