Main issues, as the Inspector framed them
- whether the proposed development would be inappropriate development in the Green Belt, and the effect on openness
- whether an appropriate location for development having regard to the development plan policies and its countryside location and accessibility
- whether a safe and suitable access is capable of being provided
- whether the proposed development would be provided with adequate means of drainage
- whether the development would provide for a suitable living environment for future residents, with particular regard to contamination
- the effect of the proposed development on ecology and protected species
What decided it
The failure to demonstrate that the development would not have adverse effects on ecology and protected species, combined with the unsuitable location in isolated countryside with poor accessibility, meant that even under the tilted balance the harms significantly and demonstrably outweighed the benefits.
The benefits of housing supply and limited economic benefits were outweighed by the adverse impacts of locating an isolated dwelling in an unsustainable countryside location with poor accessibility and unresolved ecological impacts on protected species.
