The proposal conflicts with the development plan's locational strategy for housing and causes lasting harm to character and appearance, which is not outweighed by the material consideration of a shortfall in self-build plots, particularly where the Council has well over a 5-year housing land supply.
The shortfall in self-build and custom housebuilding plots and the absence of development plan policies for such housing were material considerations of significant weight in favour, but the serious planning objections arising from conflict with the housing distribution strategy and harm to character and appearance, together with the Council's substantial housing land supply, significantly and demonstrably outweighed these benefits.
