What decided it
The less than substantial harm to the setting and significance of the Grade I listed Charlecote Park, its Grade II* Registered Park and Garden, and the Charlecote and Hampton Lucy Conservation Area was not outweighed by the public benefits of the proposal.
The substantial combination of public benefits (food resilience, economic and employment benefits, landscaping) did not outweigh the great weight given to the conservation of the Grade I listed Charlecote Park, its Grade II* RPG and the Charlecote and Hampton Lucy Conservation Area, nor the additional harm to local landscape character.
