Main issues, as the Inspector framed them

  • the effect of the proposed development upon the character and appearance of the streetscene
  • the effect on the living conditions of the future occupiers of the proposed flats, with particular regard to internal space standards and the provision of storage
  • the effect on the living conditions of the future occupiers of the proposed flats, with particular regard to noise
  • the effect on highway safety and local traffic conditions with particular regard to provision for parking

What decided it

The harmful effect on character and appearance combined with poor living conditions for future occupiers regarding space standards and noise disturbance outweighed the benefits of housing supply in the absence of a five-year housing land supply.

The benefits of housing delivery and efficient use of land did not significantly and demonstrably outweigh the harms to character and appearance and living conditions when assessed against the Framework taken as a whole, notwithstanding the Council's lack of a five-year housing land supply.
