What decided it
The appellant failed to demonstrate a clear functional need, of the type required by Policy S4 and the Framework, for a worker to be available at the site at most times of day and night.
The moderate weight attached to the harm of locating development outside the settlement boundary outweighed the limited and minimal weight given to the business and worker-related benefits, so the balance tipped against the proposal.
