The significant harm to the character and appearance of the landscape and to the setting of the Tunstall Conservation Area was not outweighed by the moderate public benefits of the scheme.

The moderate cumulative public benefits (economic, biodiversity net gain, social/health) were not sufficient to outweigh the great weight given to conservation of the heritage asset and the significant landscape harm identified, so the balance tipped against the proposal.
