Although the development plan is out of date and the Council cannot demonstrate five years of housing supply, the adverse impacts of the proposal in terms of flood risk significantly and demonstrably outweigh the housing benefits, and footnote 7 to paragraph 11 excludes flood risk policies from the presumption in favour of sustainable development.
