What decided it

The development conflicts with the spatial strategy by locating a single dwelling outside a defined settlement boundary without overriding benefits, and causes unacceptable harm to local character and appearance through inappropriate backland siting that is discordant with the existing linear pattern of development.

The limited benefits of a single dwelling (small contribution to housing supply, modest economic and environmental benefits) were significantly and demonstrably outweighed by the unacceptable harm to character and appearance and the conflict with the spatial strategy, even accounting for the site's proximity to existing built form and the improving housing supply position.
