What decided it

The proposal fails to comply with Class E requirements because the noise levels generated (99 dB(A) at 1m from roll forming units) could not be carried out in any residential area without detriment to amenity, and highway safety would be compromised by substandard visibility and conflicts with parked vehicles on The Ridings.
