The substantial weight given to the harm to the Green Belt by reason of inappropriateness was not clearly outweighed by the significant weight afforded to housing benefits, the off-site affordable housing contribution, and biodiversity net gain, together with moderate weight for economic and social benefits, resulting in the dismissal of the appeal.
