The adverse impact of the proposed dwelling on the spatial housing strategy of the Framework, which seeks to promote walking, cycling and public transport and actively manage patterns of growth, significantly and demonstrably outweighs the benefits when weighed against the policies of the Framework taken as a whole.
The moderate cumulative benefits of the scheme (housing delivery, economic and social benefits, self-build provision, biodiversity net gain) were significantly and demonstrably outweighed by the significant harm to the spatial housing strategy and the conflict with development plan policies on character and appearance and location in rural areas.
