The modest benefits of delivering one self-build dwelling (addressing a shortfall of 67 plots) and removing suburban gates were significantly and demonstrably outweighed by the adverse impact on the spatial strategy and the Framework's promotion of sustainable patterns of development, when assessed against the policies of the Framework taken as a whole.
