What decided it
The proposal would result in significant adverse effects on the integrity of the Broads Special Area of Conservation and Norfolk Valley Fens Special Area of Conservation that cannot be adequately mitigated, contrary to the Habitat Regulations and the development plan.
The benefits of contributing to gypsy and traveller site supply and providing a settled base for the appellant and his grandchildren were not sufficient to outweigh the adverse effects on the integrity of European designated nature conservation sites; substantial weight was attached to the inability to assure nutrient neutrality mitigation and recreational disturbance mitigation.
