What decided it

The lack of acoustic data for the ASHP's defrost cycle meant the Inspector could not be convinced that removal of condition 3 would not harm neighbouring living conditions, whereas the visual assessment demonstrated that condition 4 was not necessary to protect the AONB or character and appearance.
