What decided it
The proposal was found to comply with the development plan, in particular policy H7, once conditions addressing flood risk, layout, biodiversity and site management were imposed, so no conflict arose requiring a wider balancing exercise.
Having found no conflict with the development plan subject to conditions, the Inspector did not need to strike a wider balance, though the improved flood safety of the mobile homes compared with the appellant's fallback of touring caravans was treated as a positive consideration in favour of the proposal.
