What decided it

The site comprises previously developed land within the Green Belt, and the redevelopment would not result in a greater impact on openness or the purposes of the Green Belt than the existing development, therefore the proposal is not inappropriate development.

The delivery of housing in an area of poor supply and the regeneration of a previously developed site with difficult ground conditions weighed in favour of the proposal, and as the proposal was not inappropriate development in the Green Belt, no balancing exercise against very special circumstances was required.
