What decided it

The Inspector's finding that the developments accorded with the development plan taken as a whole, reinforced by the tilted balance applying due to the Council's lack of a five-year housing land supply.

No adverse impacts of granting permission would significantly and demonstrably outweigh the benefits (housing provision, sustainable rural location, design compliance) when assessed against the Framework as a whole, tipping in favour of allowing the appeals.
