The unacceptable impact on highway safety arising from the sole reliance on pedestrian crossing of the busy A40 at 40-43 mph, which would be particularly unsafe for vulnerable users and would conflict with the Framework's requirement for safe and suitable access for all users.
The benefits of biodiversity net gain and housing delivery, even in the context of a shortfall in five-year housing land supply, would not outweigh the significant and demonstrable harm to highway safety caused by unsafe pedestrian access across the A40.
