What decided it

The absence of actual harm to character and appearance, combined with significant visual betterment from the current detractive use, means the proposal does not conflict with the objectives of the countryside protection policies and accords with the development plan taken as a whole.

The conflict with the wording of LP Policy C SP1 and YNDP Policy BB1 was outweighed by the absence of harm to character and appearance, the visual betterment of the site, the provision of four new dwellings in an area of need, and the overall accordance with development plan policy read as a whole.
