The absence of recorded personal injury collisions at existing substandard accesses in the vicinity, combined with the low traffic generation from a single dwelling and the likelihood of cautious driver behaviour on the road, demonstrated that the visibility splay shortfall would not result in unacceptable highway safety impacts.
