- Development
- residential · Minor Dwellings
- Inspector
- Owen A
Main issues, as the Inspector framed them
- the effect of the proposals on the character and appearance of the area, including protected trees
- the living conditions of nearby occupiers, and on future occupiers of the development, with respect to privacy
- surface water flooding
What decided it
The substantial harm to the character and appearance of the area through loss of a protected tree and incongruous detached form, combined with inadequate private garden space and unresolved surface water flooding risk, significantly and demonstrably outweighed the modest housing supply benefits.
The modest housing supply benefits of a single dwelling, which could be built out quickly and was well-located for sustainable transport, were significantly and demonstrably outweighed by substantial harm to character and appearance, failure to provide adequate private amenity space, and unresolved flood risk.
