The site's location adjacent to Withernsea's development limits, with access to comprehensive services by sustainable transport, combined with the reduced flood risk from the new coastal defences and the proposal's respect for local character, constituted material considerations indicating the proposal should be determined otherwise than in accordance with the development plan.

The conflict with LP Policy S4 (limited weight) was outweighed by the significant weight afforded to the site's sustainability of location, reduced coastal erosion risk, and respect for character and appearance, together with moderate weight given to housing supply and economic benefits.
