What decided it

The harm to the character and appearance of the surrounding area caused by the cramped appearance of the dwelling on a narrow plot, which would be highly visible from the streetscene and public footpath, significantly and demonstrably outweighed the limited benefits of adding one dwelling to housing supply.

Even if a five-year housing land supply shortfall existed, the adverse impact of granting permission would significantly and demonstrably outweigh the limited benefits of one dwelling when considered against the policies of the Framework taken as a whole, and the presumption in favour of sustainable development does not apply.
