Main issues, as the Inspector framed them

• Whether the development of the site would conflict with development plan policy with regard to flood risk including whether the site has been the subject of the sequential test
• The effect of the proposal on the character and appearance of the area and the living conditions of future occupiers with regard to the site layout and design and the proposed open space provision
• Whether the housing would be sustainably located having regard to access to services and facilities, including with regard to the availability of any public transport options and links with other nearby existing/proposed residential development
• Whether the proposal would make appropriate financial contributions towards highways infrastructure, affordable housing, health care facilities and primary school provision

What decided it

The cumulative harms from unresolved flood risk sequential testing, poor design and living conditions, and an unsustainable location outweighed the benefits of the affordable housing scheme.

The benefits of the scheme, including affordable housing, economic and social benefits and biodiversity net gain, were not outweighed by the identified harms relating to flood risk, design, living conditions and sustainability of location, and the balance tipped against the proposal.
