Main issues, as the Inspector framed them
- whether the proposed development would preserve or enhance the character or appearance of the Priors Marston Conservation Area
- whether the proposed development would preserve the setting of the Grade II listed building known as Keys House
- the effect of the development on the landscape character of the area
What decided it
The great weight given to the conservation of designated heritage assets, combined with the moderate harm to both the Conservation Area and the listed building setting, outweighed the moderate weight afforded to the public benefits of self-build provision and housing supply.
The public benefits of self-build provision, housing supply contribution, energy efficiency and limited social and economic benefits (afforded moderate weight) were outweighed by the great weight given to the conservation of the designated heritage assets and the moderate harm identified to the Conservation Area and listed building setting.
