What decided it
The cumulative failure to provide self-build housing as defined, to make adequate affordable housing provision, and to demonstrate biodiversity net gain, together with the site's location outside settlement boundaries and the Council's strong five-year housing land supply position, meant the policy conflicts and harms significantly outweighed the limited benefits.
The benefits of housing delivery and economic benefits were attributed very little weight given the scale of the proposal; the failures to provide affordable housing and biodiversity net gain weighed significantly against the development, outweighing the benefits in the final balance.
