What decided it

The cumulative failure to provide affordable housing and biodiversity net gain, combined with the proposal not qualifying as self-build housing, outweighs the limited benefits of housing delivery and previous permissions on adjacent land.

The benefits of housing delivery and economic benefits during construction and occupation, together with the site's previous approval for residential development and reasonable accessibility to village services, were outweighed by the significant harms of failing to provide affordable housing and biodiversity net gain and the policy conflicts with JLP Policies SP02, LP16 and SP09.
