Main issues, as the Inspector framed them
- Whether the proposal would be inappropriate development in the Green Belt, having regard to the Framework and any relevant development plan policies
- The effect of the proposal on the living conditions of future occupiers, with regard to noise
- The effect of the proposal on highway safety
- The effect of the proposal on the character and appearance of the area
- Whether any harm by reason of inappropriateness, and any other harm, would be clearly outweighed by other considerations, so as to amount to the very special circumstances necessary to justify the proposal
What decided it
The proposal constitutes inappropriate development in the Green Belt that would not meet the exceptions in paragraphs 154(e) or 155 of the Framework, and the identified harms—particularly to the Green Belt and highway safety—are not clearly outweighed by the benefits.
The substantial harm to the Green Belt and severe highway safety impacts, together with unresolved noise concerns, were not clearly outweighed by the moderate housing benefit, limited socio-economic benefits, and neutral character and appearance findings, such that very special circumstances do not exist.
