The benefits of increased housing supply and economic benefits from construction were limited given the loss of a 6-person dwelling, and were significantly and demonstrably outweighed by the harm to future occupier living conditions from inadequate communal space and harm to existing neighbour amenity from unacceptable noise and disturbance.
