The less than substantial harm to the setting of the listed building and Conservation Area caused by the incongruous appearance of the development could not be outweighed by the modest public benefits of housing delivery, as heritage protection policies in NPPF paragraph 11 footnote 7 provided a strong reason for refusal despite the Council's inability to demonstrate a five-year housing land supply.
