The proposal failed to meet the criteria of Policy DM2.10 and would result in development in an unsustainable location with poor accessibility to services and facilities, such that the limited benefits of a single dwelling were significantly and demonstrably outweighed by the identified harm when considered against the Framework as a whole.

Although a five-year housing land supply shortfall was not contested, the adverse impact of granting planning permission would significantly and demonstrably outweigh the limited benefits of a single dwelling when considered against the policies of the Framework taken as a whole, such that the presumption in favour of sustainable development did not apply
