What decided it

The proposal's failure to demonstrate how the site constraints could be overcome if developed in full, combined with highway safety concerns from the parking layout and the prominent, poorly-related parking area, meant the conflicts with the development plan were not outweighed by the housing and economic benefits.

The benefits of two additional dwellings on an allocated housing site and local economic benefits during construction and occupation were outweighed by the harm found in relation to piecemeal development, highway safety and character and appearance.
