• the effect on the living conditions of the residents of the adjacent BUPA care home in respect of outlook and daylight, and the residents of 'The Henrys' in respect of privacy and daylight
• the effect on the character and appearance of the area

What decided it

The cumulative failure to demonstrate adequate drainage, suitable large vehicle access, and acceptable living conditions for future residents and neighbours, combined with harm to local character and appearance, amounted to conflict with the development plan as a whole with no material considerations to outweigh this.
