What decided it
The inadequate housing delivery demonstrated by the Housing Delivery Test 2023 (67% of requirement) engaged the presumption in favour of sustainable development, and the public benefits of housing supply, social and economic benefits, and biodiversity enhancements outweighed the less than substantial harm to the conservation area.
The less than substantial harm to the conservation area was outweighed by the public benefits of housing delivery in an area of inadequate housing supply, social and economic benefits during construction and occupation, and biodiversity benefits from wildflower and orchard planting, with the presumption in favour of sustainable development applying.
